Fractional HR Consultant

About the Role

Second Chance Society, Inc. is seeking an experienced HR Consultant to support the development and implementation of essential human resources infrastructure. The ideal candidate will have expertise in nonprofit HR management and compliance. This consultant will work closely with the Executive Director to establish policies, improve HR processes, and support recruitment efforts.

Requirements

Key Responsibilities: 

HR Infrastructure Development: 

  • Assess current HR processes and recommend improvements. 

  • Develop an Employee Handbook with updated policies and procedures. 

  • Ensure compliance with federal, state, and local employment laws. 

  • Implement record-keeping standards for personnel files. 

 

Recruitment & Hiring Support: 

  • Assist with drafting job descriptions for key roles. 

  • Establish a structured hiring and onboarding process. 

  • Support the Executive Director with interviews and reference checks. 

 

Performance Management & Employee Relations: 

  • Develop a 90-day and annual performance review process. 

  • Provide guidance on employee relations, including conflict resolution. 

  • Offer strategies to improve team communication and documentation practices. 

 

Compensation & Benefits Guidance: 

  • Research and propose supplemental benefits, including a 403(b) plan. 

  • Advise on competitive salary benchmarks and incentive programs. 

 

 

Qualifications: 

  • 5+ years of HR experience, preferably in the nonprofit sector. 

  • Proven experience in HR policy development and compliance. 

  • Strong knowledge of employment law, benefits administration, and HR best practices. 

  • Experience with recruiting, onboarding, and performance management. 

  • Ability to work independently, implement systems efficiently, and meet deadlines. 

  • Excellent communication, organizational, and problem-solving skills. 

  • HR certifications (SHRM-CP, PHR) are a plus. 

Compensation: 

  • Hourly or project-based contract (to be discussed based on experience and scope of work).
